Titus Fenton is a tribute in The 66th Hunger Games, the Games Jackson Spidell won. He was the only cannibalistic tribute to ever exist in the Games.

During the reaping this year, after his name was called, Titus did everything in his power to try to run away from being a tribute, that he was attacking Peacekeepers, getting hit by their batons, and he was literally thrown onstage on the podium to meet up with his district partner and mentor. During training, he was at the sword fighting station. However, instead of using the sword, he tackled the trainer and he was then restrained by guards. While in the arena, Titus went insane and resorted to cannibalism. The Gamemakers hated this because they had to censor most of his kills, since he killed them and then ate their insides. During the bloodbath, he killed a female tribute by tearing her neck open with his teeth. Later, on day two, he encounters another female tribute and does the same thing to her. While in the arena, Katniss mentions that the Capitol had to keep him down by stunning him with taser guns to retreive the bodies of the dead tributes. There are technically no rules in the Hunger Games, but after that, the Capitol made it very clear that cannibalism was not tolerated in the Capitol after that year. After five of the six Careers died, he became the biggest threat in the arena. The Gamemakers wanted the victor to be not like an insane cannibal like Titus, so he was killed by an avalanche that was speculated to be made from the Gamemakers. It is unknown if Titus had any relationship with Jackson in any way. His mentor was Megan Hayes. It's also known that he was the fastest tribute in his respective Games.
