Delly Cartwright is an refugee in district 13, she have a little brother, but it wasn't mentioned in the books on what his name was. Katniss Everdeen remarked that she smiled at everyone, and that smile was like saying he/she was he best friend. it was mentioned in the books that she use to say to people that Peeta Mellark was her brother. her parents own the shoe shop, and Katniss said that she lost a couple of pounds since she came to district 13 cause' of the stress of loosing her parents and the diet here.
